Background
The Terrorism (Protection of Premises) Act 2025
The Terrorism (Protection of Premises) Act 2025, commonly known as Martyn's Law, received Royal Assent in 2025. The legislation is named in memory of Martyn Hett, who lost his life in the Manchester Arena terrorist attack in 2017.
The Act introduces new responsibilities for those responsible for publicly accessible premises and qualifying events. Its purpose is to improve preparedness, strengthen public protection and help organisations respond effectively should a terrorist incident occur.
Although there is an implementation period before the legislation is fully in force, many event organisers are already reviewing their policies, procedures and emergency plans to align with the new requirements.

Standard Tier
200 to 799 People
- Consider the potential risk from terrorism as part of their event planning.
- Have appropriate procedures in place to respond to a terrorist incident.
- Train relevant staff and volunteers so they understand their role during an emergency.
- Be prepared to communicate with emergency services and the public if an incident occurs.
Enhanced Tier
800 People or More
- Assessing vulnerabilities that could increase the risk of a terrorist attack.
- Implementing proportionate security measures to reduce those risks.
- Monitoring for suspicious activity or behaviour.
- Maintaining effective communication systems between event teams.
- Having clear public communication procedures to provide information and instructions during an incident.
- Reviewing and testing emergency plans as part of regular event management.
